Why won't my 1995 Ford Ranger horn blow?

I was in a frontal crash and my air bag deployed and my ford horn wont blow. I put in a new airbag but not a clock spring. I was told by the dealer that if the light is not on I really should not need it. I tried a new horn. Any ideas?
